The so-called precedent (sic) isn't too bright, and as a result he lacks the competence to handle his duties effectively. Making things even worse, he's a totally rotten and disgusting person. Fatso's cult members are willing to overlook his incompetence because they're crazy about his rotten personal traits. It gives them something they can connect with on a personal level.
